State Department says motive for attack was unclear; nine people were traveling in two-vehicle convoy

WASHINGTON—The State Department on Wednesday said it was scrambling to account for dead and missing embassy personnel in Nigeria a day after an attack on a U.S. convoy killed at least four people.
