JERUSALEM—House Speaker Kevin McCarthy said Monday that he would invite Israeli Prime Minister Benjamin Netanyahu to Congress if President Biden doesn’t invite him to the White House, amid tensions between the Israeli leader’s right-wing government and the Democratic administration.
