Who Is Really to Blame for Jordan Neely’s Death?

Those who set him free on the streets and subways to menace others, not Daniel Penny.

Several letters (May 18) lean in the direction of arguing that Daniel Penny should be charged in the death of Jordan Neely on the New York subway. Was Mr. Penny supposed to make a psychiatric assessment on the spot or wait until a qualified psychiatrist arrived on the scene? He acted in good faith to protect his fellow passengers and himself. Considering Neely’s record, Manhattan District Attorney Alvin Bragg should be considering filing charges against those who set Neely free on the streets to menace others rather than see to it he was placed in an institution that would ensure he received the care he obviously needed.
