Prosecutors on Tuesday charged a 38-year-old man suspected of driving a pickup that struck pedestrians in Quebec, killing two people and injuring nine others in what police say was an intentional attack.

The driver, Steeve Gagnon, was charged with two counts of dangerous driving resulting in death at an arraignment on Tuesday afternoon. A crowd of residents gathered in front of the courthouse, jeering and hurling insults at Mr. Gagnon as he was led inside by police officers, according to footage that was broadcast live on local television.
